Poll high techs available at the start of the game

I would like to see a function in the options to have all available high techs available at the start of the game this includes all product techs and software techs. And you still pay for them but at a premium rate since they are available and have been researched.

I think all techs should be available because they are all currently available.

They are not all available at the start. Because some companies wont sell you the techs.
