New game options for City Economic Simulation DLC in the latest version v5.3.00:

Randomize Global Competitiveness Ratings
If this is enabled, global competitiveness ratings of different industries will be randomized in the beginning of the game. If this is disabled, global competitiveness ratings will be initialized with a constant value of 30.

Global Competitiveness Rating Increases
This option determines whether global competitiveness ratings will increase on their own over time, progressively making the game more challenging. Choose a numeric value from 1 to 4 for the speed of increases.

Small question. Will the player be able to drop global competitiveness back to 30 by continuing university research when it is already 99.99?
If yes, then it looks interesting.

This has been implemented in the latest version 5.3.01 already.

Does it mean that if I will turn Global Competitive Rating Increases off, it will mean that I will be able to increase it to 99.99 in all the cities simultaneously or amount of cities with rating 99.99 will still affect global competitiveness rating? (Considering that I will never go above 100)
I mean that before this setting I was able to have this rating high in 6 cities out of 14 before GCR started skyrocketing. Does this setting change this behavior?

This setting determines if the Global Competitiveness Rating will increase over time on its own, regardless of the city's competitiveness rating.

Is it possible to use these with custom scripts?
