You can already convert downtown factories- relocate out side city and build residential or demolish and build residential
The idea of leasing the retail is interesting though, or maybe to give the “retail” company more cash flow they could sell building but pay a lease based on 50% of market rate
Or allow all companies to sell the land they have property on for a land lease to the city, another company, or to only a subsidiary or parent company
