How do I enable custom products?

I bought all three of the dlcs but I can't seem to figure out how to enable product customization. I've tried disabling everything else except the subsidiary dlc, trying every product customization setting (low, medium, high) but it doesn't seem to work. When I enter the game the product customization button doesn't appear in the production manager tab and when i go to game settings it says that product customization is off, when I clearly turned it on before the game started. Am I missing something here?
