Tip: If you want to have ongoing research in more than one industry without incurring large expenditures at your universities, you could set up several universities and set their operation levels to 1% or above. As long as their operation levels are not zero, university research projects will not be shut down.

Since university research projects have their own budgets (set by the player on the university research window), they are not affected by the university's overall operation level setting. This way, you could have as many university research projects running concurrently as you like, the only downside to this approach is the heavy upfront cost of building the universities, which is an one-time cost.

This approach allows you to maintain high city competitiveness ratings across a number of industries without too much micromanagement.
