How to unlock set up Subsidiary company limit?

I sell my subsidiary company when it grow twice or better on public market.

I tried to sell my subsidiary again and set up a new one, but I failed. The reason was that there was a restriction on the establishment of subsidiaries. How do I lift the restriction on the establishment of this subsidiary?

Could it be because of the original # of subs that you choose in the game setting is low?
