Functionl unit costs when empty

If you have picked functional units in warehouses etc but that aren't actually currently being used, nothing is being important, nothing stored and nothing sold but you just have the spots in place, do they still create costs? So it would be like you have the departments, all empty with nothing to do but you still have to pay the staff?
