Problem with open jobs [first DLC mission]
I am having problem(in first DLC mission) with that there are no new open jobs in city even if i have most industry maxed out in city competitiveness rating (Bussan).
If someone can tell me if this is bug or is this my failure?
Plizz inform if anyone has an answer.

Jobs open if any companies investing in open new firm or government build any public facilities. You need to set corporate tax rating at low level to trigger companies investment (below 5%). To do this your political party member must be as a mayor.
