I am playing a game where I completely dominate production and most of the research of fuel products.All is based in one city, but other town has much higher rating for competitiveness, because it has university research focus.
While university focus is nice idea, it looks a bit overpowered as it diminishes everything else.
@David, can you please take a look at this?
