Can't transfer banking or insurance firms between subsidiaries?

So I decided to branch those 2 areas of my business off into their own subsidiaries only to find out they appear to be untransferable. I can understand not being able to transfer a simple branch if they don't have an HQ but I even waited for them to build an HQ and the option to transfer branches still wasn't there. Is this something that can be done?

Apparently can't transfer internet or software companies either. Makes it annoying to try to clean up my main company when I can't actually move firms around properly.
