I have factories and stores where I don't necessarily want to fill up all 9 Unit squares nor all 4 product squares. But it seems the game itself will fill these in with things I don't really want to do. Is this unstoppable?

Could you please provide us with your save game by posting it here as a ZIP file attachment and let me know the steps for triggering the bug with the save game?
