can't click mini map buttons

Hi
I'm playing real world mod v11.23 with version 5.4.22 of the game and without any DLC.
As you can see in the picture attached, The buttons for pollution and civic building mode in the mini map do not appear and I can't click on them. When I hover the mouse it shows a window saying pollution and population and so on but that's it and I can't click.

What can I do ?

Did the problem occur in this particular game or in all games you played? I tested a few games and the population and pollution buttons always appeared normally.

If you could provide a save game or provide the exact steps for triggering this problem, please let me know.
