Impact of the luxury index on demand?

In the thread, David has posted a screenshot of a portion of Capitalism II's product database. I understand what most of the fields do. However, I am unable to understand how the "LUXURY" number affects retail demand. Can anyone shed light on what the "LUXURY" number does?
