Can somebody explaine to me regarding Land-use Planning Tool.i am confused because of no hint in the icon.thanks

You could hover the mouse over the buttons and you will see context sensitive help.

Oww..
But i didnt see any hints while hoverinv my mouse..i just confused for the color and fucntion..there are 8 icons in the game..but only 7 that explained in site

Please press 'O' key to open the option menu and see if Context Sensitive Help is enabled.
FYI, the first option is:
Zoning Tool - Any Purposes
Use this tool to remove land-use restrictions on the selected land plots.
