Leasing space for stores by player

Finance part of Banking & Finance DLC

Basic idea is such that we would have more in-depth real estate game mechanics which allows you to lease out or develop properties for other companies to lease from you.
The peak of this function would be later in game when most of available space in city center is taken.

Maybe current dlc or maybe a new Properties & Estate DLC, hm?
