Role of technical officer in Digital age DLC

Technical officer 100 skill provides only a minute amount of extra R @ D - is this the way game is designed?
Also how does training affect the ability of the R @ D unit to research, if at all ? Cannot find any info on this
Of course I am talking about researching the "internet" part of the digital age tech
