To replicate try the following:
- Enable survival mode in the City Simulator DLC.
- Start a custom game - before starting it add your own custom goals such as having a certain amount of annual revenue, personal wealth, etc.
- When you start you will have city goals added.
- You get a choice - accept these goals or remove them. Accepting them means you get your original goal(s) + city goals. However remove goals means that ALL goals (including yours) are eliminated.
My view on this is that there should be three options:
Ok
Remove All Goals
Remove Extra Goals
Cannot remove extra city goals without getting rid of all goals

Confirmed, this is fixed.
If goals are removed then original goals are maintained.
If goals are not removed they are added as sub goals.
If goals are removed then original goals are maintained.
If goals are not removed they are added as sub goals.
