Scripted AI competitors

So according to email newsletter I got for version 9.0.11, the maximum number of competitors I should be able to add through script is supposed to be 70, but I never seem to get more than 50. Perhaps I'm making a mistake with my script? I have all DLC and real world mod active. I'm also on the newest version (9.1.62). I just referenced the older version as that's the one that stated the limit had been increased.
