Cannot build Landmark in any city zone

It is not possible to build a land mark in any of the city zones even the mixed commercial/residential.

See the attached save game - try to build any of the landmarks in the city - you can't do it unless you zone the area as being for Any Purpose. My understanding is that landmarks should be allowed for the Residential/Commercial zone.

This will be fixed in the next patches v9.1.72 and v10.1.02.
