Subsidiary is creating retail stores - they are not allowed to

My subsidiary is not following my instructions - she is producing retail stores despite being permitted to do only Real Estate.

they certainly can build retail stores on those property squares they build, thats the point of them no ? but i presume they should only build them in the property squares

Are you sure that was supposed to be the case? I thought Real Estate only meant real estate only. I have Can Expand in Retail unticked.

I mean the property squares are also used for Apartments and Commercial Buildings, I thought that is why they bought those.
